ACC Park Rules


The ACC Parks are for the enjoyment of Anthem residents & authorized guests.

Community Park is open 6 a.m.-10 p.m. while OWP and Liberty Bell close at dusk. (unless otherwise posted)


  1. In the interest of public safety, Anthem Community Council (ACC) staff and/or law enforcement directions must be followed.
  2. Pets must be on leashes that do not exceed six feet in length (A.R.S. 11-1012). Please pick up after pets.
  3. Inline skates, scooters, bicycles, wheeled boards or other vehicles/devices are only allowed on paved pathways. All other areas (including Anthem Veterans Memorial) are for foot-traffic only.
  4. ACC staff and/or law enforcement have the authority to close the Park should weather conditions require. Patrons must leave the Park if instructed.
  5. Pre-approved amplified sound and personal audio is allowed, but volume must be kept low enough so as to not disturb other park guests or adjacent neighborhoods.
  6. Special equipment and/or temporary structures must receive prior approval and be in conjunction with a facility rental.
  7. Additional guidelines apply to playgrounds, splash-pad, ramadas, skate park, roller hockey rink/pickleball courts and sports fields.
  8. The following are prohibited:
    • Entering Park/facilities when closed or locked
    • Abusive language, fighting, and/or inappropriate behavior
    • Glass containers and alcoholic beverages
    • Solicitation, fundraising, distributing information, or conducting unauthorized business
    • Damaging or vandalizing Park facilities or landscaping
    • Littering/polluting (A.R.S. 13-1603)
    • Firearms or weapons of any type
    • Smoking and tobacco use (including, but not limited to, cigarettes, e-cigarettes, cigars, pipes and chewing tobacco)
    • RV parking, overnight parking, or camping (vehicles may be towed at the owner’s expense)
    • Portable grills or open flames (except in built-in BBQs)
    • Launching objects, including golf balls, fireworks/explosives, etc.
    • Motorized or remote-controlled planes, boats, drones, helicopters and/or model rockets, all RC cars, and any other remote-controlled vehicles
    • The operation of motorized or electronic vehicles and similar devices is prohibited within Anthem Community Council parks unless specifically authorized.  When bringing such vehicles into the parks, they must be powered off and walked/carried through park.
    • Swimming, boating, or wading in lakes and waterways
    • Climbing on rocks around lakes 
    • Feeding, harming, or harassing wildlife
  9. Report suspicious activity or violators: 623-879-3011 or 911.
  10. The Anthem Community Council reserves the right, at its sole discretion, to prohibit any conduct deemed unsafe or disruptive to individuals or property within the park.

This park, and all of the amenities therein, are private property owned and maintained by the ACC for the exclusive use of Anthem residents and authorized guests. No trespassing; violators may be subject to prosecution (A.R.S. 13-1502.A1). ACC staff and/or agents shall not be responsible for any accident, injury, loss of property, or damage resulting from the use of ACC facilities by any individual, group or organization.

Violations of the above guidelines may result in prosecution, a suspension of privileges and/or being removed or banned from ACC property.
